Intelligent manufacturing is the main direction of building a strong manufacturing country, and its development level directly affects the quality level of China's manufacturing industry. The development of intelligent manufacturing plays an important role in consolidating the foundation of the real economy, building a modern industrial system, and achieving new industrialization. In order to implement the 14th Five Year Plan for National Economic and Social Development of the People's Republic of China and the Long Range Objectives for 2035, accelerate the development of intelligent manufacturing, this plan is formulated.

1、 Current situation and situation

In the past decade, China has made significant progress in the development of intelligent manufacturing through collaborative innovation between industry, academia, research and application, industry enterprise demonstration applications, and central and local joint planning. The supply capacity is constantly improving, and the market satisfaction rate of intelligent manufacturing equipment exceeds 50%. There are more than 40 system solution suppliers with main business revenue exceeding 1 billion yuan. The supporting system has been gradually improved, and an internationally leading standard system has been established. 285 national standards have been released, and 28 international standards have been led in the development; Cultivate nearly 80 industrial internet platforms with industry and regional influence. The promotion and application have achieved significant results. The average production efficiency of pilot demonstration projects has increased by 45%, the average product development cycle has been shortened by 35%, and the average product defect rate has been reduced by 35%. New models and formats such as discrete intelligent manufacturing, process intelligent manufacturing, network collaborative manufacturing, large-scale personalized customization, and long-distance operation and maintenance services have emerged. However, compared with the requirements of high-quality development, the development of intelligent manufacturing still faces problems such as low supply adaptability, weak innovation ability, insufficient application depth and breadth, and a lack of professional talents.

With the rapid progress of a new round of global technological revolution and industrial transformation, new generation technologies such as information and communication, biology, new materials, and new energy are constantly breaking through and accelerating their integration with advanced manufacturing technologies, providing historical opportunities for the high-end, intelligent, and green development of the manufacturing industry. At the same time, the world is undergoing unprecedented changes, the international environment is becoming increasingly complex, global technology and industry competition is becoming more intense, and the strategic game of major powers is further focusing on the manufacturing industry. Development strategies such as the "Advanced Manufacturing Leadership Strategy" of the United States, the "National Industrial Strategy 2030" of Germany, and the "Social 5.0" of Japan, which focus on revitalizing the manufacturing industry, all focus on intelligent manufacturing as the main lever, striving to seize the commanding heights of a new round of global manufacturing competition.

 

At present, China has shifted towards a stage of high-quality development and is in a critical period of transforming its development mode, optimizing its economic structure, and transforming its growth momentum. However, issues such as low compatibility between manufacturing supply and market demand, challenges to industrial and supply chain stability, and tightening constraints on resource and environmental factors have become prominent. Standing at the historic intersection of the new round of technological revolution and industrial transformation with China's accelerated high-quality development, we must firmly take intelligent manufacturing as the main direction of attack, promote industrial technology transformation and optimization upgrading, fundamentally transform the industrial model and enterprise form of the manufacturing industry, use "innovation" to drive "innovation", improve quality, efficiency and efficiency, reduce resource and energy consumption, smooth the industrial chain and supply chain, help carbon peak and carbon neutrality, and promote China's manufacturing industry to move towards the high-end of the global value chain.

Better leverage the government's role in guiding strategic planning, formulating standards and regulations, and providing public services, create a favorable environment, and stimulate the endogenous motivation of various market entities.

Adhere to integrated development. Strengthen interdisciplinary and interdisciplinary cooperation, and promote the deep integration of new generation information technology and advanced manufacturing technology. Give full play to the leading role of leading enterprises, promote deep interconnection and collaborative response of industrial and supply chains, drive the synchronous improvement of intelligent manufacturing level of upstream and downstream enterprises, and achieve the integrated development of large, medium and small enterprises.

Focusing on the new stage and requirements, based on China's actual situation, we will comprehensively consider regional and industry development differences, strengthen forward-looking thinking, global planning, strategic layout, and overall promotion, fully tap into the enthusiasm of local, industry, and enterprises, and promote the innovative development of intelligent manufacturing through a hierarchical classification system.

In the 14th Five Year Plan and for a considerable period of time in the future, to promote intelligent manufacturing, we must base ourselves on the essence of manufacturing, closely adhere to intelligent features, take technology and equipment as the core, data as the foundation, rely on manufacturing units, workshops, factories, supply chains and other carriers, build an intelligent manufacturing system that integrates virtual and real, drives knowledge, dynamically optimizes, is safe and efficient, green and low-carbon, and promote the digital transformation and networked collaboration of the manufacturing industry Intelligent transformation. By 2025, most manufacturing enterprises above designated size will achieve digital networking, and key industry backbone enterprises will initially apply intelligence; By 2035, manufacturing enterprises above designated size will fully popularize digital networking, and key industry backbone enterprises will basically achieve intelligence.

The main goals for 2025 are:


——Significant achievements have been made in transformation and upgrading. 70% of manufacturing enterprises above designated size have basically achieved digitalization and networking, and have built over 500 intelligent manufacturing demonstration factories that lead the industry's development. The production efficiency, product yield, and energy resource utilization of manufacturing enterprises have significantly improved, and the maturity level of intelligent manufacturing capabilities has significantly increased.

——The supply capacity has significantly increased. The technological level and market competitiveness of intelligent manufacturing equipment and industrial software have significantly improved, with market satisfaction rates exceeding 70% and 50%, respectively. Cultivate more than 150 intelligent manufacturing system solution suppliers with high professional level and strong service capabilities.

——The basic support is more solid. Build a number of intelligent manufacturing innovation carriers and public service platforms. Build a standard system and network infrastructure that adapts to the development of intelligent manufacturing, complete the revision of over 200 national and industry standards, and build 120 industrial internet platforms with industry and regional influence.

3、 Key tasks

(1) Accelerate system innovation and enhance new driving forces for integrated development. Strengthen the leading role of technological support, promote interdisciplinary and cross domain integration innovation, win the battle of key core and system integration technology, build a sound innovation network, and continuously improve innovation efficiency.

Strengthen key core technology research and development. Focus on the whole manufacturing process of design, production, management and service, break through basic technologies such as design simulation, hybrid modeling and collaborative optimization, develop and apply advanced process technologies such as additive manufacturing and ultra precision machining, overcome common technologies such as intelligent perception, human-computer collaboration and supply chain collaboration, and develop applicable technologies in the industrial field such as artificial intelligence, 5G, big data and edge computing.

Accelerate the development of system integration technology. Build data dictionaries and information models related to manufacturing equipment and production processes for manufacturing carriers such as equipment, units, workshops, and factories, and develop universal data integration and cross platform and cross domain business interconnection technologies for production processes. Develop cross enterprise multi-source information exchange and full chain collaborative optimization technologies for the industrial and supply chains. Facing the entire manufacturing process, breaking through technologies such as intelligent manufacturing system planning and design, modeling and simulation, analysis and optimization.

Promote the construction of new innovative networks. Supporting industry leaders to collaborate with universities, research institutes, and upstream and downstream enterprises to build a batch of manufacturing innovation carriers in key areas such as key processes, industrial mother machines, digital twins, and industrial intelligence. Encourage R&D institutions to innovate and develop mechanisms, strengthen data sharing and platform co construction, and carry out collaborative innovation. Promote industrialization, promote organizational construction, and accelerate the transfer and transformation of innovative achievements. Build a batch of experimental verification platforms to accelerate the promotion and application of intelligent manufacturing equipment and systems.

Focusing on the transformation and upgrading needs of enterprises, industries, and regions, we will build intelligent manufacturing systems around workshops, factories, and supply chains, carry out multi scenario, full chain, and multi-level application demonstrations, and cultivate and promote new models of intelligent manufacturing.


Build an intelligent manufacturing demonstration factory. Accelerate the deep integration of new generation information technology with the entire manufacturing process and all elements, promote breakthroughs in manufacturing technology and process innovation, promote lean management and business process reengineering, achieve ubiquitous perception, data connectivity, integrated interconnection, human-machine collaboration and analysis optimization, and build intelligent scenarios, intelligent workshops, and intelligent factories. Guide leading enterprises to build collaborative platforms, drive upstream and downstream enterprises to synchronously implement intelligent manufacturing, and build smart supply chains. Encourage various regions and industries to carry out multi scenario and multi-level application demonstrations, cultivate and promote new models such as intelligent design, network collaborative manufacturing, large-scale customization, shared manufacturing, and intelligent operation and maintenance services.

Promote the digital transformation of small and medium-sized enterprises. Accelerate the implementation of the digital promotion project for small and medium-sized enterprises, and promote a batch of digital products and services that meet the needs of small and medium-sized enterprises in typical application scenarios. Support specialized, refined, and innovative "little giant" enterprises to play a demonstrative and leading role, carry out equipment networking, key process CNC, and business system cloud transformation, and promote the optimization of process flow and upgrading of technical equipment for small and medium-sized enterprises. Relying on digital service providers, we provide services such as digital consulting and diagnosis, intelligent transformation, and cloud deployment. Expand the application of intelligent manufacturing industry. Develop an intelligent manufacturing implementation roadmap targeting the characteristics and pain points of segmented industries such as equipment manufacturing, electronic information, raw materials, and consumer goods, and promote it step by step and in stages. Support enterprises with conditions and foundations to increase investment in technological transformation, continuously promote process innovation, equipment upgrading, management optimization, and intelligent production processes. Establish industry transformation promotion institutions and accelerate the deepening application of data, standards, and solutions. Organize experience exchange and supply-demand docking activities, summarize and promote new technologies, equipment, and models of intelligent manufacturing.

Promote the development of regional intelligent manufacturing. Encourage local innovation to improve policy systems and explore distinctive regional intelligent manufacturing development paths. Promote cross regional cooperation in key intelligent manufacturing technology innovation, supply and demand docking, and talent cultivation. Encourage local, industry organizations, leading enterprises, and others to jointly promote advanced technologies, equipment, standards, and solutions, accelerate the entry of intelligent manufacturing into the park, and enhance the level of intelligence in industrial clusters. Support the construction of intelligent manufacturing pilot zones in regions with distinct industrial characteristics, urgent transformation needs, and good basic conditions, and create intelligent manufacturing technology innovation sources, demonstration application clusters, and key equipment and solution output areas.

(3) Strengthen independent supply and strengthen new advantages in the industrial system.

Relying on a strong domestic market, we will accelerate the development of equipment, software, and system solutions, cultivate and develop emerging industries in intelligent manufacturing, accelerate the improvement of supply system adaptability, and lead the optimization and upgrading of the industrial system.

 

Vigorously develop intelligent manufacturing equipment. In response to the shortcomings and weaknesses in perception, control, decision-making, and execution, we will strengthen the joint innovation of industry, academia, and research, and break through a number of "bottleneck" basic components and devices. Promote the deep integration of advanced processes, information technology, and manufacturing equipment, and accelerate the development and iterative upgrading of general and specialized intelligent manufacturing equipment through the construction of intelligent workshops/factories. Promote the innovative application of new technologies such as digital twins and artificial intelligence, and develop a batch of internationally advanced new intelligent manufacturing equipment.

Concentrate on developing industrial software products. Promote equipment manufacturers, universities, research institutes, user enterprises, and software enterprises to strengthen collaboration, jointly develop core software for the entire product lifecycle and manufacturing process, develop embedded industrial software and integrated development environments, and develop integrated chemical industry software platforms for segmented industries. Promote the software ization and open source architecture of industrial knowledge, and accelerate the cloud deployment of industrial software. Based on major projects and backbone enterprises, carry out demonstration of safe and controllable industrial software applications.

Focus on building system solutions. Encourage intelligent manufacturing system solution suppliers and users to strengthen supply-demand interaction and joint innovation, promote system integration and deep integration of processes, equipment, software, and networks, and develop solutions for typical scenarios and segmented industries. Focusing on the characteristics and needs of small and medium-sized enterprises, develop lightweight, easy to maintain, and low-cost solutions. Accelerate the cultivation of system solution suppliers, promote standardized development, and guide the provision of professional, high-level, and one-stop integrated services.

(4) Consolidate basic support and build new guarantees for intelligent manufacturing.

Aiming at the development trend of intelligent manufacturing, we will improve and perfect the development foundation of metrology, standards, information infrastructure, and security, and focus on building a complete, reliable, advanced, applicable, and secure independent support system.


Deepen the standardization work. Continuously optimize the top-level design of standards, and coordinate the construction of the national intelligent manufacturing standard system and industry application standard system. Accelerate the formulation and revision of basic common and key technical standards, strengthen the optimization and collaboration of existing standards, and promote the formation of a standard group that coordinates and supplements national standards, industry standards, group standards, and enterprise standards in areas such as intelligent equipment and smart factories. Accelerate the implementation of standards and support enterprises in carrying out intelligent workshop/factory construction based on standards. Actively participate in international standardization work and promote the synchronous development of national standards with high technological maturity and international standards.

Improve information infrastructure. Accelerate the large-scale deployment of new network infrastructure such as industrial Internet, Internet of Things, 5G, and gigabit optical network, encourage enterprises to upgrade and transform their internal and external networks, and enhance their on-site perception and data transmission capabilities. Strengthen the construction of computing infrastructure such as industrial data centers and intelligent computing centers, and support the application of new technologies such as artificial intelligence. Support large group enterprises and industrial parks to establish distinctive industrial internet platforms around internal resource integration, product lifecycle management, industrial chain supply chain collaboration, small and medium-sized enterprise services, and industrial data processing and analysis, achieving effective integration and management of all elements and entire industrial chain data. Strengthen security measures.

Strengthen the risk assessment of intelligent manufacturing security, synchronously promote network security, data security, and functional security, and promote the in-depth application of cryptographic technology. Implement classified and graded management of enterprise network security, and supervise enterprises to fulfill their main responsibilities for network security. Improve the multi-level industrial control information security monitoring and early warning network at the national, local, and enterprise levels, and accelerate the construction of an industrial internet security technology monitoring service system. Strengthen digital skills training for fresh graduates, in-service personnel, and job transfers, promote the construction of industry education integrated enterprises, promote deep cooperation between intelligent manufacturing enterprises and vocational colleges, and explore the apprenticeship system with Chinese characteristics. Deepen the construction of new engineering disciplines, establish a number of modern industrial colleges and characteristic demonstration software colleges in the field of intelligent manufacturing, optimize the setting of disciplines, majors and curriculum systems, and accelerate the cultivation of high-end talents.
