Manufacturing design capability is an important component of manufacturing innovation capability. Enhancing manufacturing design capabilities can implant higher quality, greener, and more sustainable design concepts into products; Being able to comprehensively apply new materials, technologies, processes, and models to promote the transformation and application of scientific and technological achievements; It can promote integrated innovation and original innovation, and help solve design problems in the manufacturing industry's weak areas. In recent years, design innovation has effectively promoted the transformation and upgrading of the manufacturing industry, and has also driven continuous progress in design itself from concepts to methods, as well as implementation methods. However, insufficient design capabilities remain a bottleneck problem affecting the transformation and upgrading of the manufacturing industry. There is still an urgent need to strengthen basic design research and data accumulation, design tools and methods, design talent cultivation, experimental verification, and public service capabilities. To enhance design capabilities and promote high-quality development of the manufacturing industry, this action plan is formulated.


1、 Overall requirements

Adhere to market leadership. Give full play to the decisive role of the market in resource allocation, strengthen the dominant position of enterprises, adhere to the principle of competition neutrality, encourage fair competition, and stimulate the innovative vitality of market entities. Better leverage the government's role, strengthen public services, and create a favorable market environment for the development of industrial design.

Persist in innovation driven. Strengthen innovation in theory, methods, and practice, and build an innovative system for enhancing service design capabilities. Strengthen guidance for enterprise design innovation, and use design innovation to drive quality, efficiency, and driving force changes.

Persist in overall planning and coordination. Strengthen policy coordination among various departments, and establish a work mechanism with consistent goals and division of responsibilities. Strengthen guidance on local work, actively summarize and promote relevant experience and achievements, and gather new momentum for innovative development.

Persist in using points to cover the surface. Relying on strategic emerging industries and the development of new generation information and communication technology, promoting and popularizing new concepts and methods through design development in related fields, and comprehensively enhancing the design capabilities of the manufacturing industry through key breakthroughs and pilot demonstrations.

(3) Overall objective

Strive to effectively improve design issues in the manufacturing industry's weak areas within about 4 years, gradually improve the basic research system of industrial design, significantly enhance public service capabilities, and innovate and develop talent training models. Achieve original design breakthroughs in high-end CNC machine tools, industrial robots, automobiles, power equipment, petrochemical equipment, heavy machinery and other industries, as well as in energy conservation, environmental protection, artificial intelligence and other fields. Develop a series of industry and national standards in system design, artificial intelligence design, ecological design, etc., and develop a group of useful and professional design tools. High level construction of the National Industrial Design and Research Institute, improving the basic research capacity and public service level of industrial design. Create about 10 service-oriented manufacturing demonstration cities with design services as their characteristics, develop and expand more than 200 national industrial design centers, build a backbone of design innovation, and lead the development trend of industrial design. Promote the "new engineering" education model for industrial design, innovate the training methods for design talents, and create around 100 manufacturing design training bases.


2、 Consolidate the Design Foundation of Manufacturing Industry

(1) Intensify basic research efforts. Strengthen the basic work of manufacturing design theory, design basic data accumulation, design specifications, design standards, design management, and design verification. Increase support for design innovation projects and basic research on industrial design software. Strengthen product safety, functionality, reliability, environmental protection and other standard requirements, standardize design standards for information exchange, user experience, operation and maintenance, and form a high-level design standard system. Encourage social organizations, industry alliances, universities and enterprises to develop group and enterprise standards based on design innovation and patents, and actively participate in the formulation of national and international standards. Organize third-party institutions to conduct metrological design research, encourage the construction of metrological testing technology service platforms that support manufacturing product design, promote the integration of metrology and product design processes, gradually achieve quantity control in the design process, and improve the efficiency of manufacturing product design.

(2) Develop advanced and applicable design software. In line with the trend of network collaborative design, actively promote the software ization of industrial technology. Increase support for key design software in major project construction. Promote the research and development of key core technologies for design software such as 3D geometric modeling engines. Layout basic solution algorithm library, standard component library, industry basic database and knowledge base, promote the development and sharing of source code resources, and reduce enterprise research and development costs. Support third-party organizations to carry out the revision of design data, models, and interface standards, and promote the application of industrial apps.

Column 1 Key Design Software Iteration Engineering

(1) Strengthen basic research on industrial software. Promote the development of industrial software modeling engines and the application of specialized design and simulation software in special industries and fields. Support universities and research institutes to widely participate in various standard construction, encourage relevant enterprises to form alliances, promote software product compatibility, embedding and calling, and build a collaborative innovation industry ecosystem.

(2) Support the transformation and application of industrial technology. Guide enterprises to widely gather design experience, knowledge, algorithms, etc. to form industrial technology, package design components, and develop industrial apps. Carry out research and development in complex design and other fields, and implement model-based system engineering applications in related industries. Encourage the inclusion of industrial software related intellectual property rights, such as papers and patents, in talent evaluation standards.

(3) Promote the sharing of basic resource libraries. Guide design software enterprises to combine specific applications, enrich basic component code libraries, general component libraries, and knowledge model libraries, and drive cross industry reuse of knowledge bases.

(4) Drive design software into campus. Guide schools and enterprises to deepen cooperation, build design laboratories, encourage enterprise practice, and calculate credits. Organize design software application competitions and other activities to cultivate usage habits and user foundation.


3、 Drive breakthroughs in key field design

(3) Complete the shortcomings in equipment manufacturing design. Focusing on the construction of open design platforms in the equipment manufacturing industry, the design of special purpose or special environmental equipment, and the design of key components for high-end equipment, we will draft and release a list of design issues in the manufacturing industry's weak areas, explore the use of the "unveiling and leading" mechanism, guide relevant regions and institutions to jointly tackle key technologies, accelerate breakthroughs in key core technologies, and promote innovative demonstration applications of design achievements.

(4) Enhance the design level of traditional advantageous industries. By utilizing new materials, technologies, and processes, we aim to achieve design optimization and improvement in industries with certain comparative advantages, such as light industry textiles, automobiles, engineering power machinery, power equipment, petrochemical equipment, heavy machinery, and electronic information, and promote the transformation and upgrading of traditional industries.

Column 2 Key Design Breakthrough Projects

(1) Strengthening the key design of high-end equipment manufacturing industry. In the field of high-end CNC machine tools and robots, we focus on breakthroughs in system development platforms and servo mechanism design, as well as the design of multifunctional industrial robots, service robots, and special robots. In the field of rail transit, the focus is on breaking through the design of train bogies, high-speed train axles, optimizing the material, structure, internal layout, and auxiliary equipment and facilities of train bodies, and designing new types of rail transit vehicles such as advanced urban trams, medium and low-speed maglev, straddle monorails, and suburban commuter EMUs. In the field of aerospace, key breakthroughs are being made in the design of aircraft aerodynamics and structures, aviation engines, onboard equipment and systems, unmanned systems, rocket engines, and other systems. In the field of marine engineering, key breakthroughs are being made in high-tech vessels such as intelligent ships and cruise ships, as well as in marine engineering equipment such as deep-sea oil and gas resource development equipment, as well as key design of core supporting systems and equipment. In the field of power equipment, the focus is on breaking through the overall design of gas turbines, the design of core hot end components, the repair and optimization upgrade design of hot end components of active equipment, and the design of key equipment for ultra-high voltage AC and DC. In the field of energy conservation and new energy vehicles, we will focus on improving the design capabilities of key equipment, core devices, new process technologies, and system integration platforms (software), and form standardized specifications or guidelines to guide the design of automotive tooling.


(2) Realize the design upgrade of traditional advantageous industries. In the field of consumer goods, we support design innovation in intelligent ecological clothing, household textiles, industrial textiles, footwear products, toys and household appliances, furniture, and more. Encourage the construction of national physique databases and standard color libraries, and develop ergonomic design. Strengthen research on popular trends and enhance industrial competitiveness. In the automotive field, promote the design of key components, new energy vehicle power batteries and charging systems, power battery recycling and utilization system design, and specialized vehicles such as passenger cars, cold chain logistics vehicles, and fire trucks. In the field of petrochemical equipment, key breakthroughs have been made in the design of high-precision rotary directional drilling systems, complete sets of equipment for large-scale fracturing equipment with 7000 horsepower and above, and ultra large air separation equipment with a capacity of 120000 to 150000 Nm3/h. In the traditional mechanical field, the development of power machinery designs such as gasoline engines, high horsepower diesel engines, and industrial gas turbines. In the field of heavy machinery, we focus on breakthroughs in the design of complete sets of intelligent terminal equipment, intelligent handling and conveying system equipment, intelligent production equipment design for wide and high-quality aluminum and magnesium alloy plates and strips, and manufacturing equipment design for large castings and forgings. In the field of electronic information, we will vigorously develop integrated circuit design, large-scale computing device design, personal computer and intelligent terminal design, artificial intelligence fashion creative design, virtual reality/augmented reality (VR/AR) equipment, simulation and simulation system design, etc.

(5) Vigorously promote system design and ecological design. Actively promote the research and development of system design and simulation technology, effectively driving original innovation. Support the design of clean, efficient and energy-saving product equipment, and improve the design level of power generation equipment, waste heat recovery equipment, terminal energy equipment, and solar energy utilization devices. Develop a circular economy, encourage waste recycling and utilization, and improve the efficiency of waste processing and transformation equipment through design innovation. Promote the design of green packaging materials and packaging recycling systems.

4、 Cultivate high-end manufacturing design talents

(6) Reform the training mode for design talents in the manufacturing industry. Develop design related professional courses that reflect Chinese characteristics, integrate international standards, meet market demands, and cross disciplinary categories, and build a multidisciplinary and integrated design higher education system. Promote the CDIO (Conception Design Implementation Operation) engineering education model in conjunction with the construction of "New Engineering". Focusing on cultivating cross disciplinary and composite design talents in the manufacturing industry, vigorously cultivating the spirit of craftsmanship that strives for excellence. Encourage social organizations, universities, research institutions, and manufacturing enterprises to collaborate in running schools, explore open and networked design teaching models, and guide more social resources to invest in the field of design education. Encourage the initiation of design thinking and innovation awareness education in primary and secondary schools.


 

Column 3: Manufacturing Design Talent Cultivation Project

(1) Encourage innovative talent cultivation models in the field of industrial design. Guide various relevant universities (departments) to share high-quality courses and jointly cultivate high-quality composite design talents. Building an industry education integration institution with industrial design as the theme, comprehensively cultivating students' planning, design, and team collaboration abilities.

(2) Implement the Industrial Design Leading Talent Program. Continuously carry out training for leading talents in industrial design, optimize the curriculum system around the shortcomings of the manufacturing industry, improve the student structure, and encourage multi-level cooperation between leading talents and manufacturing enterprises.

(3) Build a batch of industrial design talent training bases. Encourage national industrial design centers, industrial design research institutes at all levels, and various creative design parks (platforms) to build manufacturing design training bases, innovate training content and models, and provide high-quality training services. Support relevant enterprises and industry organizations to establish industrial design training bases for small and medium-sized enterprises within the industrial cluster.

(4) Cultivate international talents in the field of industrial design. Actively support well-known domestic industrial designers to participate in important international design activities and hold positions in international organizations in the field of industrial design. Encourage internationally renowned institutions to participate in industrial design education and training in China, and participate in the evaluation and operation of design competitions and exhibitions. Vigorously attract foreign designers to start businesses in China, establish master studios, and engage in in-depth cooperation with relevant institutions and enterprises.

(7) Smooth the development channel for designer talents. Intensify the training and cultivation of industrial design talents, and explore the inclusion of talent points in the household registration system. Encourage industry organizations and other institutions to conduct evaluations of the abilities and qualities of design talents in different fields, and improve the career development channels for talents. Fully utilize resources such as design institutes to unleash design intelligence and vitality. Encourage designers with experience in large-scale projects to set up individual or joint studios to serve as social part-time workers and play a valuable role in the market.


(8) Accelerate the cultivation of backbone forces in industrial design. Support manufacturing enterprises to establish independent industrial design centers and encourage professional development of industrial design enterprises. Continue to recognize national industrial design centers, regularly organize exchange and learning, and provide public services such as financing, training, international exchange and cooperation for the centers. Support manufacturing enterprises to open up their design center business and enhance their service capabilities. Encourage professional design enterprises to seamlessly integrate into the manufacturing chain and form long-term stable cooperative relationships. Strengthen professional design capabilities and collaborative innovation, and achieve integrated development with park platforms, industrial clusters, professional markets, etc. Develop design service outsourcing.

(9) Promote the professional development of design related small and medium-sized enterprises. Encourage regions with conditions to increase financial investment, establish and improve public service platforms for design related small and medium-sized enterprises, create industrial innovation models for industry research integration, reward various major design innovation achievements, and support design related small and medium-sized enterprises to carry out docking and cooperation in resource sharing, financing, and talent services.

Column 4: Design Innovation Project for Small and Medium Enterprises

(1) Enhance the professional capabilities of design related small and medium-sized enterprises. Build a number of public service platforms in the design field, connect upstream and downstream resources in the industrial chain, and enhance public service capabilities and levels. Strengthen the construction of innovative and entrepreneurial characteristic carriers to support design industrial parks and small and medium-sized enterprises, and promote the sharing of research and development design resources among large, medium, and small enterprises.

(2) Carry out design activities for small and medium-sized enterprises. Carry out design specification and design management training for small and medium-sized enterprises to enhance their design and development capabilities.

6、 Building a Public Service Network for Industrial Design

(10) Establish a sound industrial design research service system. Building a research service system with national and provincial industrial design and research institutes as the main support. Conduct basic research based on industry characteristics and development trends, formulate major strategies and plans, establish open and shared industry data resource libraries, material databases, and general model libraries, and provide services in design tools, design standards, metrology and testing, inspection and testing, achievement transformation, intellectual property protection, and other aspects. Support the construction of industrial design research institutes through multiple channels and methods, and encourage research institutes to operate independently and develop sustainably in accordance with market laws.


(11) Build a collaborative design platform for co creation and sharing. Drawing on international experience, leveraging the human, technological, and capital advantages of various design institutions, innovating support methods such as "design vouchers", and establishing a distributed design resource sharing network. Support relevant higher education institutions and research institutes, establish and improve mechanisms for the use and sharing of instruments and facilities, open research facilities and testing platforms to the public, and strengthen the transformation of design industry achievements. Establish a design innovation think tank consulting service system, encourage the development of organizational system construction and other consulting services, as well as industry forward-looking research. Support various design institutions to innovate organizational forms, connect design needs, carry out crowdsourcing, crowdsourcing, and crowdsourcing, and build a collaborative design ecosystem.

Column 5 Industrial Design Public Service System Construction Project

(1) Promote the construction of provincial-level industrial design and research institutes. Encourage various regions to build provincial-level industrial design and research institutes based on industrial advantages, increase financial support for initial development, and promote research institutes to better exercise their public service functions through government procurement of services and other means. Encourage provincial-level research institutes to strengthen deep cooperation with industry organizations and research institutes around advantageous industries, gather high-quality resources, and enhance research capabilities.

(2) Cultivate and establish a national industrial design research institute. On the basis of the continuous and stable operation of provincial-level industrial design research institutes, we will selectively cultivate several national industrial design research institutes that cover key areas of manufacturing. Actively explore the operation and management mode of the National Industrial Design and Research Institute, and promote the transformation and application of research results.

(3) Build a crowdsourcing design platform for co creation and sharing. Support the construction of cross industry and cross domain crowdsourcing design platforms, and provide public services such as complex product design system consulting, engineering design consulting, product design APP development, design requirement docking, patent protection, literature and technical information retrieval, online training, inspection and testing, trading and application, and design result transformation.

(12) Strengthen the protection of design intellectual property rights. Give full play to the role of the national intellectual property operation public service platform, and encourage regions and parks with conditions to explore the establishment of rapid intellectual property protection mechanisms and intellectual property achievement transformation platforms. Intensify disciplinary measures, crack down severely on illegal activities such as infringement of design patents, and maintain industry competition order. Strengthen the protection of intellectual property rights in design awards, competitions, and exhibitions. In line with the actual development of the design industry, explore new forms and fields of exterior design protection, and appropriately expand the scope of the objects protected by exterior design patent rights.


 

Column 6 Industrial Design Intellectual Property Protection and Rights Protection Project

(1) Establish a sound system for the protection and application of intellectual property rights. Support professional institutions to provide intellectual property layout services to meet the common needs of the industry. Encourage various design parks to entrust high-quality institutions to implement enterprise intellectual property custody. Strengthen the administrative protection of intellectual property rights in the field of design patents, establish a credit supervision mechanism for intellectual property rights in the field of design, and increase the punishment for infringement.

(2) Smooth channels for rapid protection of intellectual property rights. Support priority review of industrial design intellectual property rights. Establish a rapid protection mechanism for intellectual property rights in industrial design intellectual property intensive areas where conditions permit.

(13) Create a social atmosphere conducive to the development of design. Support the holding of industrial design exhibitions and encourage enterprises to actively participate in related exhibition and display activities. Actively promote design transactions and encourage localities to hold design weeks, festivals, or markets according to local conditions. Support industry organizations and social institutions to improve their functions in standard formulation, standardized promotion, statistical analysis, etc., and better play a role in government enterprise coordination, enterprise cooperation, business exchange, event organization, and atmosphere creation. Encourage industry organizations to research and propose major design issues and solutions for industry development, organize international exchanges, and build Sino foreign design cooperation bases.

7、 Safeguard measures

(1) Strengthen organizational coordination. Establish a working mechanism for coordinated and collaborative efforts among relevant departments. Relevant departments in various regions should combine reality and deploy and implement work tasks. Relevant industry organizations and social institutions should participate widely and jointly implement various task arrangements.


(2) Increase policy guidance. Revise policies to promote the development of industrial design, expand the connotation and extension of design, and propose effective measures for the transformation and upgrading of the manufacturing industry. Utilize existing channels and major projects of relevant departments to support the improvement of manufacturing design capabilities, with a focus on supporting basic design research, basic software development, design education, and the research and development of "mother machine" design methods in key industry areas. Enterprises that provide income from technology transfer, technology development, and related technology consulting and technical services can enjoy relevant tax preferential policies in accordance with national tax laws. Strengthen industry statistical monitoring.

(3) Expand investment and financing channels. Encourage social capital to establish design industry funds and improve diversified investment and financing mechanisms. Guide angel investors and venture capital funds to support manufacturing design capability enhancement projects, and provide investment and financing services covering the entire lifecycle for design enterprises. Encourage eligible design companies to go public for financing. Encourage banks and other financial institutions to provide personalized services for design enterprises and expand the scope of collateral. Encourage guarantee institutions to establish special guarantee varieties and increase credit guarantee support for design enterprises and design innovation projects.

(4) Strengthen policy promotion. Accurately interpret relevant policies, vigorously promote excellent achievements in the design field, competition activities, key enterprises and leading talents, highlight design innovation elements, and reflect the supporting role of design in the transformation and upgrading of the manufacturing industry. Strengthen the promotion of design related intellectual property protection and enhance the awareness of honest operation. Continuously expanding the social impact of design innovation and creating a favorable atmosphere for the whole society to attach importance to design and promote its development.
