Notice on Promoting the Healthy Development of the Robot Industry

In order to achieve the various tasks and goals proposed in the "Development Plan for the Robot Industry (2016-2020)", and to address the problems of low-level redundant construction, low-end high-end industries, heavy investment attraction, light independent innovation, heavy host assembly production, light key component manufacturing, heavy immediate benefits, and light long-term development in the development of the robot industry in various regions in recent years, we guide the coordinated and healthy development of China's robot industry, The relevant matters are hereby notified as follows:
1、 Promote the rational development of the robotics industry. Local governments and enterprises should follow the requirements of the "Made in China 2025" Implementation Guidelines by Province and City (2016), combined with the characteristics of local and enterprise economic, technological, talent, and industrial transformation and upgrading needs, tailor measures to local conditions, scientifically plan, and reasonably determine the development mode and scale of the industry. Guide enterprises to strengthen research on the segmented market of robots, develop robots rationally and differentially, and avoid rushing forward and low-level duplication. Pay attention to guiding various resources to gather in robot advantage enterprises, and concentrate limited resources to attack weaknesses. Vigorously cultivate leading enterprises, protect their R&D investment enthusiasm, and improve their sustainable development capabilities.
2、 Strengthen technological innovation capabilities. Various regions can integrate existing scientific and technological resources and research and development capabilities, establish regional robot innovation centers and public technology service platforms, create a collaborative innovation carrier for government, industry, academia, research and application, focus on solving the technical bottleneck problems that restrict the development of the current robot industry, and provide key common technical support and services for enterprises. Robotics companies need to strengthen their research layout for the new generation of robot technology and actively seize the international high ground of industrial development.
3、 Accelerate the transformation of innovative technological achievements. Based on market demand, utilizing market-oriented mechanisms to promote the industrialization of research results, relying on industrial clusters such as new industrial demonstration bases, establishing industrial application promotion platforms, increasing support for the transformation of innovative achievements such as key robot technologies and industrial application technologies, and effectively improving the conversion rate of scientific and technological achievements.
4、 Strengthen breakthroughs in key weaknesses such as components. We will focus on improving the service life and quality stability of key components of robots, and work together with scientific research institutions, component enterprises, host (equipment) enterprises, system integrators, and other parties to promote the development and application of key components of robots in a "one-stop" manner. We will establish a new integrated organizational model that integrates upstream and downstream symbiosis, division of labor cooperation, and benefit sharing, and promote the coordinated development of the industrial chain.
5、 Explore the application market of industrial robots. Focusing on the huge demand brought about by domestic industrial transformation and upgrading, we will fully utilize existing policy measures to promote the large-scale application of industrial robots in the manufacturing field. Accelerate the use of robots by enterprises in processes with poor working environments, high labor intensity, and frequent safety accidents, improve labor production efficiency and product quality, and reduce the incidence of safety accidents. Encourage financial institutions to develop new products and businesses that are in line with the characteristics of the robot industry chain, such as robot financing leasing.
6、 Promote pilot demonstrations of service robots. In response to national strategic needs and major livelihood issues, we will innovate support policies and application models, promote the application demonstration of service robots in fields such as elderly and disabled assistance, medical rehabilitation, emergency rescue, and public services, timely summarize pilot demonstration experiences, and promote them in an orderly manner.
7、 Establish a certification and acceptance system. Supported by the National Robot Testing and Evaluation Center and the Robot Testing and Certification Alliance, we will carry out robot testing and certification, actively promote the acceptance and use of certification results in policies such as fiscal special projects, financial credit, tax reduction, and major projects, and improve the accuracy of policy support and the credibility of product markets. Establish a credit file system for enterprises and products, incorporate relevant credit information into the national credit information sharing platform, and publicly disclose it to the whole society through the "Credit China" website in accordance with relevant regulations. By guiding credit reporting agencies to collect relevant dishonest information and implementing joint punishment for dishonesty, social governance and departmental collaborative supervision can be achieved.
8、 Implement standardized conditions for industrial robots. The Ministry of Industry and Information Technology and other departments will accelerate the release and implementation of the "Normative Conditions for the Industrial Robot Industry", encourage enterprises to actively apply, announce enterprises that meet the regulatory conditions for the industrial robot industry, and guide various incentive policies to gather with the announced enterprises. Promote enterprises to strengthen their technological innovation and lean management capabilities, guide them to enhance brand awareness centered on quality and reputation, and enhance brand added value and soft power.
9、 Improve the fair competition system. The bidding and procurement of robots must be strictly carried out in accordance with the Tendering and Bidding Law of the People's Republic of China and relevant regulations, prohibiting affiliated enterprises from participating in bidding, and prohibiting the establishment of discriminatory and exclusive clauses that restrict domestic robots from participating in bidding. Local governments should open up their markets and eliminate local protectionism. In policies that encourage the development of the robotics industry, restrictive conditions such as requiring robot suppliers to invest and build factories locally, as well as discriminatory and exclusive clauses that restrict the use of robot products by enterprises in other regions, are not allowed.
10、 Encourage enterprises to participate in talent cultivation. Local governments should study and promote the deep participation of enterprises in relevant disciplines, professional teaching standards, and talent training programs, support qualified robot enterprises and vocational schools to jointly establish a group of advanced manufacturing vocational education groups with deep integration, distinctive characteristics, and significant benefits, fully leverage the role of industry enterprises in the member units of vocational education groups, promote the reform of educational and evaluation models, and promote the industrial and job chains Deep integration of the teaching chain.
