Chapter 8 Deepening the Implementation of the Manufacturing Strong Country Strategy
Adhere to autonomy, controllability, safety, and efficiency, promote the upgrading of industrial foundation and modernization of industrial chain, maintain the basic stability of the proportion of manufacturing industry, enhance the competitive advantage of manufacturing industry, and promote high-quality development of manufacturing industry.
Section 1: Strengthening the Construction of Industrial Basic Capacity
Implement the industrial foundation reconstruction project, accelerate the filling of bottlenecks and shortcomings in basic components and components, basic software, basic materials, basic processes, and industrial technology foundation. Optimize the layout of regional industrial chains, guide key links in the industrial chain to stay in China, and strengthen the construction of industrial transfer capacity in the central, western, and northeastern regions. Implement the emergency product production capacity reserve project and build regional emergency material production support bases. Implement the Leading Enterprise Cultivation Project to cultivate a group of leading enterprises with ecological leadership and core competitiveness. Deepen the implementation of intelligent manufacturing and green manufacturing projects, develop new models of service-oriented manufacturing, and promote the high-end, intelligent, and green manufacturing industry. Cultivate advanced manufacturing clusters and promote innovative development in industries such as integrated circuits, aerospace, shipbuilding and marine engineering equipment, robots, advanced rail transit equipment, advanced power equipment, engineering machinery, high-end CNC machine tools, pharmaceuticals and medical equipment. Transforming and upgrading traditional industries, promoting the optimization and structural adjustment of raw material industries such as petrochemicals, steel, non-ferrous metals, and building materials, expanding the supply of high-quality products such as light industry and textiles, accelerating the transformation and upgrading of key industries such as chemical and papermaking, and improving the green manufacturing system. Deeply implement the special project to enhance the core competitiveness of the manufacturing industry and technological transformation, encourage enterprises to apply advanced and applicable technologies, strengthen equipment updates, and scale up the application of new products. Build intelligent manufacturing demonstration factories and improve the intelligent manufacturing standard system. Deepen the implementation of quality improvement actions, promote the "increase in variety, improvement in quality, and brand creation" of manufacturing products.
Section 4 Implementation of Cost Reduction and Burden Reduction Action in the Manufacturing Industry
Strengthen factor protection and efficient services, consolidate and expand the achievements of tax reduction and fee reduction, reduce the production and operation costs of enterprises, and enhance the rootedness and competitiveness of the manufacturing industry. Promote the capacity and efficiency improvement of industrial land, and promote new models of industrial land use. Expand the scale of medium - and long-term loans and credit loans in the manufacturing industry, increase technological transformation loans, and promote equity investment, bond financing, and other sectors to tilt towards the manufacturing industry. Allow all manufacturing enterprises to participate in electricity marketization transactions, standardize and reduce logistics fees for port shipping, road and railway transportation, and comprehensively clean up and regulate fees related to enterprises.
